The Local Action Plan is a core component of the project, designed to translate strategic objectives
into concrete and locally grounded actions.

What is the Local Action Plan ?

The Local Action Plan defines how the project’s strategic priorities are translated into concrete actions at territorial level.
Building on the Strategic Framework, it identifies specific objectives, actions and implementation pathways tailored to local contexts and needs. The Local Action Plan provides a structured roadmap for piloting solutions, mobilising stakeholders and delivering tangible impacts on the ground.

For what goal ?

The Local Action Plans aims to move from strategy to implementation.
Their goal is to operationalise the Strategic Framework by translating shared priorities into concrete, feasible and locally adapted actions. By doing so, it supports experimentation, strengthens local stakeholder engagement and contributes to delivering measurable and transferable results within and beyond the project.

So… How does it work?

The plans are built progressively, starting from local realities rather than predefined solutions.
Key challenges are first identified at territorial level, then discussed with local stakeholders and project partners to define priorities and feasible responses. These priorities are translated into a limited number of concrete actions, with clear responsibilities, timelines and resources, allowing implementation, testing and adjustment over time.

And what is the concrete result?

At the end of the process, each territory delivers a Action Plan that is both strategic and practical.
It results in a clear set of prioritised actions, ready to be implemented, tested or scaled, and adapted to local capacities and constraints. Beyond the document itself, the process strengthens cooperation between local actors and leaves a shared roadmap that can continue to guide action after the project ends.

The Action Plans also provide a basis for capitalisation and transfer, enabling lessons learned, tested approaches and concrete solutions to be shared, adapted and replicated across partner territories and beyond the project.
